From Goals to Actions and Vice-versa: The Ideomotor Principle, TOTE, and Actual System Implementations

How are goals represented in the brain? How are they learned? How do they activate actions? In this paper we describe and compare two of the most influential models of goal-orientedness: the ideomotor principle (IMP), which was introduced in the psychological literature, and the ‘test, operate, test, exit’ (TOTE) cybernetic model. It emerges from our discussion that the IMP and the TOTE highlight complementary aspects of goal-orientedness. In order to further illustrate that point, we present three computational architectures that implement goal-orientedness, discussing their main peculiarities and limitations with respect to the ideomotor principle and the TOTE model, and showing how some of their aspects can be integrated.
